I recently purchased all of 1917 and found November and December combined into one issue. Was this due to war shortages or rationing, or some other reason?

The reason for the double issue was indirectly because of the war, but not because of a paper shortage. It was a time shortage at the Society due to of the immense (and patriotic) effort put into publish the October "Flag Issue".
At the bottom of page 548, at the end of the last article in this double issue there is a paragraph headed "The Mid-Winter Number" that explains this effort and thus the decision to to combine November and December contents into one issue.

Did you know that there are two versions of this magazine.
Version 1, page 421 states Volume XXXII, Nov-Dec, 1917, No's 5-6
Version II page 421 states Volume XXXII, Nov., 1917, No. 5
The covers and the text are the same
