October 1996 map supplement anomaly (Federal Lands)

While collating my collection & duplicates of NGM map supplements this week, I realized there is a printing variation for the October 1996 supplement. See the scan side-by-side images below. One has a shaded border outside of the inner black-line border, and one does not. The one without features a bolder black line around the perimeter than the one with the color/shaded bordering. 

I don't see anything on the non-border copy to indicate it was a reprint or revision of any sort. Also, of the 5 copies of this supp I have, 4 are with border, only one is without.

Great... another map to track down and buy.  ;-)

My only copy is of the bordered version as well.

With a quick eBay search, I've found one sans border and have ordered it.
