I have seen " Special Issues" in the store. Are they more valuable than the Magazines that they send through the mail?

I would say yes, they are more rare. They are not produced in the qty. of millions that NGM is, both nationally or internationally. Also, they are harder to find on the second-hand market (eBay, Amazon, thrift stores, used book stores, etc.).
Whether they are more "valuable" is open to debate. They do cost more at retail price (currently $14.99 per copy Vs. NGM which is $6.99 newsstand). People are never going to collect and save these" special issues" as much as they do National Geographic magazine.
