Listing as an original Volume I, No. 3, on eBay:
I have informed the seller this is a 1964 reprint and that the highest selling "original" Volume I, No. 3 sold on eBay since December 2008, when I began my data collecting, was $1,350.00. That was a damaged issue (missing a back cover) and sold for more than a complete Fair + issue that sold shortly after the first.

I also contacted the seller and informed him of the reprint status of his item....
the seller has since revised their listing title to say that it is a reprint, and they drastically changed the price (though it is still too high).

I told the seller the value was in the vicinity of $50.
From experience, eBay will not intercede. It truly is buyer beware - you're on your own!
We've done the best we could. I just hope some unsuspecting buyer doesn't take the bait.
Yes, I have the complete set of the 1964 reprints of the first 10 years. I think I paid $500 or even less for the whole set.
