A Classification Problem
I recently purchase a pair of article reprints from a fellow member here at the ‘Corner, with much appreciation. The first is a reprint of an article from the April 2021 National Geographic Magazine entitled “Return of the Florida Panthers.” The second item, while appearing to be an article reprint, seems to be an article which never appeared in the magazine. The article’s title is “Florida Enacts Sweeping Law to Protect Its Wildlife Corridor.” Its cover has a date of June 2021, but there is no article even remotely related to that topic in that issue. I am writing this post to request help in classifying this item.
First, a little background is in order. Both articles have the same author, Douglas Mann, and photographer, Carlton Ward, Jr. From the text in the article apparently the legislation was passed and sign in June 2021, thus explaining the date on the cover of the item. It appears to be a follow-up article to the earlier one. They both contain several of the same photographs, the same map, and they both have the same back cover, except the back to this item has a copyright of 2022 instead of 2021. I searched all twelve 2022 issues and did not find this article in any of them.
Thanks in advance for any opinions on this matter, if you are aware of this article in an issue that I missed, or of knowledge about similar items with which I can classify this non-reprint article.

Thank you so much for the background information. I actually have two of the items from Carlton's lobbying packet, the magazine sample (article reprint) and the tri-fold. I got the tri-fold as a bonus with the pair of article reprints. I do not have the folder or the brochure. Interestingly, while the web site says the magazine sample was an abbreviated version of his article, it is anything but. The reprint not only contains the full article, it also contains several pages of additional photographs.
The item I'm discussing seems to be a celebratory article once his lobbying effort succeeded. And since the item is not part of that lobbying packet, I still don't know how to classify it.
