So what do you think of the paper stock on the covers for this? Does it seem that this was meant to be attached to the Folio at all? I don't think so, but wanted to ask. Is there an intro or anything on the first inside page?

I think the stock is similar to old (pre-yellow) NGMs and some of the older article reprints.  The binding is tight and does not seem to be made for attaching to anything.  With its dimensions being the same as the folio, I'd say it is one part of a two-part, build-your-own atlas.  The inside front cover has an intro and a conversion chart to sync up the maps' plate numbers to the page numbers in the index.

Hmmm, 'tis fragile then. Not ideal, especially for a large (dimensions) item. 

...just for my own curiosity, would you take a pic of of the inside front spread so I can see 'what's going on' ?

I don't have a good camera.  Folio index is to large for my scanner.  I broke it up into two images.
